Call for Independent Consultant

1. Background


Women’s Health and Equal Rights Initiative (WHER), Nigeria is committed to fostering a respectful, inclusive, and safe workplace. Recent feedback and incident reports have indicated concerns about the effectiveness of leadership, the prevalence of sexual harassment, and the handling of conflicts. To address these critical areas, WHER seeks an independent consultant to conduct a comprehensive organizational leadership audit, assess issues related to sexual harassment, and evaluate conflict resolution processes and accountability mechanisms.


2. Objectives


● Organizational Leadership Audit
✔Assess the effectiveness of feminist leadership practices and styles across the organization and organizational culture.
✔Identify gaps and areas for improvement in feminist leadership behavior and alignment with organizational values and culture.
✔Provide actionable recommendations for enhancing feminist leadership effectiveness and employee engagement.


● Assessment of Sexual Harassment Issues
✔Review existing policies and procedures related to sexual harassment and safeguarding.
✔Analyze the organizational climate including board, leadership and staff surrounding harassment and safeguarding including employee,
partners and community perceptions and experiences.
✔Recommend improvements for prevention, reporting, and response mechanisms.

Conflict Resolution and Accountability Mechanisms Evaluation
✔Evaluate current conflict resolution practices, accountability mechanisms, and their effectiveness.
✔Identify barriers to effective feminist conflict resolution and accountability and recommend best practices for improvement.
✔Provide guidance on creating a positive conflict resolution and accountability culture within the organization.

3. Scope of Work
The consultant will undertake the following tasks:

I. Inception
✔Set up an independent investigation committee made of key stakeholders including a representative from the feminist movement, queer movement, legal and human rights movement and safeguarding.
✔Develop an investigation roadmap in close collaboration with investigation committee members.

II. Data Collection
✔Conduct confidential interviews and focus group discussions with employees, partners and relevant stakeholders at various levels
including looking at the community WHER works with and how harms are perpetuated and handled.
✔Administer a survey to quantify experiences and perceptions related to leadership, sexual harassment, and conflict resolution at WHER and those in community with them.

✔Review relevant documentation, including policies, incident reports,
complaints and previous assessments.


III. Analysis
✔Analyze qualitative and quantitative data to identify trends and patterns related to leadership effectiveness, sexual harassment, and conflict
management.
✔Benchmark findings against best practices in leadership, harassment prevention, and conflict resolution.

IV. Reporting
✔Prepare a comprehensive report summarizing findings and analyses, including strengths, weaknesses, and actionable recommendations for
each area.

V. Presentation of Findings
✔Present key findings and recommendations to the leadership team and, if appropriate, to the broader organization and other relevant
stakeholders and develop an action plan and way forward.

4. Deliverables
I. Organizational Leadership Audit Report
✔Executive summary of findings.
✔ Detailed assessment of feminist leadership effectiveness, including identified strengths and areas for development.
✔ Strategic recommendations for feminist leadership training and organization development programs.
II. Sexual Harassment Assessment Report
✔Summary of findings regarding the prevalence and perception of sexual harassment and safeguarding.
✔Evaluation of existing policies and procedures related to sexual harassment and safeguarding.
✔Recommendations for policy enhancements, training, support and response mechanisms.
III. Conflict Resolution and accountability mechanisms Evaluation Report
✔Assessment of current conflict resolution practices, accountability mechanisms and their effectiveness.
✔Identification of barriers to effective resolution and strategies for improvement.
✔Recommendations for fostering a positive conflict resolution and accountability culture.
IV. Final Presentation
✔A presentation summarizing key findings and recommendations across all three areas, followed by a Q&A session.

5. Timeline
✔Phase 1: Preparation and Planning (Weeks 1-2)
✔Phase 2: Data Collection (Weeks 3-5)
✔Phase 3: Analysis and Reporting (Weeks 6-7)
✔Phase 4: Presentation of Findings (Week 8)


6. Qualifications
The ideal consultant will possess the following qualifications:
✔Proven experience in conducting organizational audits, with a focus on leadership, workplace culture, and conflict resolution.
✔Expertise in addressing sexual harassment issues, safeguarding and promoting diversity, equity, and inclusion.
✔Strong analytical skills, with experience in qualitative and quantitative research methodologies.
✔Deep understanding and application of feminist principles
✔Strong understanding of feminist, gender and social inclusion approaches, particularly concerning persons with compounded vulnerabilities.
✔Commitment to human rights including LGTBQI rights.
✔Excellent communication and interpersonal skills, capable of facilitating sensitive discussions.


7. Budget
Proposals should include a detailed budget (in Naira) outlining the consultant’s fees, anticipated expenses, and payment terms. This will be negotiated.

✔Methodology and approach for conducting the audit and assessments.

✔Overview of relevant experience and qualifications.
II. References: At least two references from previous clients related to similar projects.
III. CV/Resume: A current CV or resume highlighting relevant experience and qualifications.


Submission Deadline: All applications must be submitted by 25th October 2025.
Late submissions may not be considered.
